Ticket Description: Router swiCL2 failed after power outage

Problem Description:

After a planned power interruption in Clarens (see ticket 20151223_1), our router didn't recover correctly. We needed to replace this router. This left the LRG site in Clarens without network connectivity during the timeframe mentioned below.
