Ticket Description: EUresearch unreachable

Problem Description:

The EUresearch office was unreachable for several hours during the night. The fiber-optic link to University of Bern was flapping between 02:16 and 09:26, probably caused by power irregularities during the heavy thunderstorm in Bern at that time. The link could be restored by rebooting the local switch and the media converter.
