Ticket Description:	Scheduled interruption of SBB fibers in Chambrelin

Problem Description:

There is maintenance by SBB/CFF in Chambrelin.
This will interrupt two fibers rented by SWTICH between Neuchâtel and Delémont.
One of these fibers is used by SWITCH in bidir mode for the backbone link to Delémont.
The other fiber is used by HE-ARC in bidir mode for their regional network.
While there is redundancy for all network services provided by SWITCH - some of the services of HE-ARC will be interrupted.
