Ticket Description: Brief loss of power in ZH

Problem Description:

Brief loss of power at University of Zurich.
Between 16:41 and 17:07 we observed a loss of power at the PoP UZH Irchel.
SWITCHlan's backbone routers ZH1 and ZH3 rebooted.

16:41: Voltage dip detected
16:46: Services have recovered after power was restored.
17:07: One optical amplifier required a cold reset to return into operation.
