Ticket Description: HSLU unreachable due to power loss

Problem Description:

The HSLU was unreachable from 16:19 - 16:30 due to a major power outage in the region of Horw.
The router swiHO2 lost power on one of its power supplies but the second one was attached to a UPS and thus remained online.
Apparently the interruption of the access link occurred because a switch between swiHO2 and the access router was not on UPS power and had thus to be reconnected to the UPS. So at least for future power outages we should be fine :)
